Sometimes these web sites are controlled by Lead providers or distributors running co-op advertising and rotating web sites. Also, Sometimes web sites like the ones you’ve mentioned are used in order to determine what advertising generates what response or at times they are used to track revenue-share deals with Television & Radio stations running the ads.

E.g. they might assign a Television station or Radio Station to each website to see which advertising spot generates the best response.

For example:
