Frequently these web sites are owned by Lead organizations or distributors running co op advertising and rotating web sites. Also, Frequently web sites like the ones you have mentioned here are used to analyze what commercial produces what result or in many instances they are used to track revenue-share deals with TV & Radio stations running the ad spots.

For example they might assign a TV station or Radio Station to each website to see which advertising location produces the best result.
